Require payment method selection for manual payments

Require payment method selection when recording manual payment. 
When recording a manual payment, I'd prefer that the admin has to actually
choose one of the drop-down options ie. "credit card" or "other," rather
than having the button work when the drop-down still says "select."
The idea is simply to have an admin make one choice when recording or
charging payment, to prevent errors. Thanks!
